Stuart has worked in both the private and local government sectors, where he has gained in excess of 25 years’ experience in various aspects of the planning system. He has been involved in a wide variety of projects – from large scale regeneration initiatives to strategic land promotion. Applying his local government experience and extensive private housebuilding knowledge, his key expertise is in residential development planning and control.
One of his key achievements was successfully challenging a London borough’s five-year housing land supply, during a two-week public inquiry. The inspector agreed with Stuart’s evidence that the council did not have a 5-year land supply, concluding that there was “an overriding case in support of the development proposed in this appeal”, granting permission for a scheme that is currently being built.
Acting principally for clients in the residential sector, Stuart is diligent and commercially driven – identifying and addressing complex planning issues and enabling the advancement of site interests and development proposals. His involvement ranges from initial site appraisals and assessments, through to project delivery – seeking to add value throughout the entire process. Stuart’s numerous abilities include EIA coordination, S106 negotiation, CIL calculation, and appearing as an expert witness at planning inquiries. Stuart is a skilled strategist, who uses his considerable planning expertise and negotiation talents to unlock sites and maximise their development potential.
Stuart’s housebuilding background enables him to understand the complications involved when implementing developments. He often provides post-application services – ensuring conditions and obligations are fully discharged to aid construction teams and project delivery. He also advises high street clients, and high net worth individuals, covering a plethora of issues including heritage and permitted development matters.
Stuart is always keen to support other professionals and share knowledge, including mentoring local authority participants at Urban Design London’s summer school. Away from the office, Stuart is a keen amateur photographer and tries to find some time, now and then, to chase a golf ball around a course! Although he doesn’t officially support any football team, he will always be found supporting the Springboks!
